GE accepts 3d building without being ready (finished)?

I wonder if I can send a building in 3D for GE without it being ready. The construction is already in progress. The GE will accept? What is the time for GE to approve a project 3D or not?

Hi Joyce, if you can prove that a building is in the current state of your model, and your model reflects the current state of development, then it is acceptable. 

What that means is, if a building is only half completed, but your model is at the same stage of development and shows the building as it currently exists, then it is acceptable. However, it may get rejected at first if the Google Earth imagery or Street View does not show the building, so you may have to "Appeal" the model and include any relevant proof of the building's current state. That may be a link to a website with pictures, or including pictures or links to an album, so that the reviewer can see the evidence. This usually works well, but only if the model is properly photo textured with actual pictures of the structure.
