Need advice on modifying meshes for human male/female models

Hello to all:

I have worked with MAX/VIZ in the past for architectural modeling, so
I feel well-versed in the basics of MAX. Now I have to get into
modeling using virtual human models.

I work for a company that makes compression garments (arm, leg
sleeves, etc) and I want to use the Garment Maker function in MAX.

Before I can do that, I need to develop a system where I can change
the measurements of a "virtual person" based on real-world data such
as length of a foot, circumference of a leg at the widest point of a
calf muscle, etc without having to move countless individual vertices
around every time.

I have bought a mesh-model of a human male. The only way I can think
to do this is to put some kind of a "skeleton" inside the mesh model,
and then "glue the mesh onto the skeleton." That way I can change the
circumference of the skeleton, and the mesh will re-size accordingly.

I'm sure I will have more questions as I proceed with this process,
but what I first need to learn is how to get that mesh to conform to
the "adjustable form" that I want to place inside.

Of course, if anyone can think of a better way to do this, by all
means lemme have it! I'm thinking that I need to have as much
adjustability as possible, and I haven't found a ready-made commercial
solution that will work. (Poser won't do it, I already asked Smith-
Micro about it)

according to my understanding of your problem, my suggestion is the
following:
select the limbs from the character, such as arms , legs, head and
also the
torso.
on* each *selection put a Poly select modifier
on top of each Poly select (with the corresponding points selected)
place
an FFD 2x2x2 ( or 3x3x3 or (box) or (cyl), keep it simple )
adjust each FFD's control points according to your needs
when you are satisfied with limbs sizes you can (if you like) collapse
