3di Rei Viewer not loading ActiveX Add-On.

From "github.com/3di/3di-viewer-rei.git" I have prebuilt, compiled and
placed the project into my IIS WWW Root.
When I launch Test.html from any Internet explorer client, the ActiveX
Add-On does not appear (just a large box with a red cross in the top
corner).

I stumbled across https://github.com/3di/3di-viewer-rei/downloads
which includes "3Di_Viewer_Rei_Setup.exe", when I execute this on all
internet explorer clients, and launch Test.html from my IIS server,
the ActiveX Add-On appears and works perfectly

My Two Questions Are:

1 - Can I run 3di Rei purely on a IIS server, or does every web site
visitor (internet explorer clients) need to install
"3Di_Viewer_Rei_Setup.exe" on their local computer?

2 - If this executable is required, is there a version that is 100% in
english? (including english C++ redistributable?)
