SAF is gearing up to challenge it.  Even if it passes, and the courts let it stand, it would NOT kill open source.  It COULD kill open source in California.  Likely, this will be struck down in federal court if it passes, because the manufacturing industry would be unable to comply.  Older machines, used market, shops closing, going out of business, etc., would cause major problems, but they have added nothing in the bill to accommodate that.

Any Bill, in any state, that takes a group of law abiding citizens, and turns them in to criminals over night, is of grave concern to me.

Bills like this have already passed (or are near to doing so) in several other states. It is not just California. Vote carefully. There are strong highly funded organized forces at work here nibbling away at US freedoms. Politicians approving this type of thing are not good. They really need to be replaced.

Alan - I Totally agree with you. Our gov't has Serious issues - and this one - hitting serious 3DP folks like us - it just Seriously SUCKS!!!

But - Alas - we must indeed be careful about this chatter - as we don't want to go into Serious Political talks that could indeed start up a Flame war!

When you look at this and what needs to be done to be 'compliant,' this is very much epic anti-manufacturing in general.  That is one of the hardest-hit sectors in our economy over the past 30 years, and it's all due to laws like this, the sending of jobs/companies overseas, and lower standards in the education system. 

It is laws and regulations like this that have caused New York to lose over $500 BILLION in adjusted resident income over the last 10 years.  California lost over $100 BILLION.  All of this is due to businesses moving out of state.  Now, to be compliant, all 3d printer companies have to do is put a sticker on their printer saying "NOT FOR USE IN New York or California," then let the users decide the fate of those states.

What I've seen is the lack of the public to fight these illegal bills. 
They are indeed illegal if you are to hold up the Constitution. 
The right of free speech and expression
And by extension, the right to repair. 

Now these have passed into law, it becomes that much harder to get them removed. 

I'm sorry to tell you this, but the US has become Authoritarian, not Democratic. 
I don't know enough of the US legal system to provide any suggestions on how to have the system return to a true democratic process. 

And yet somehow the legislators expect some magic voodoo algorithm to understand intent of a CNC, Lathe or additive manufacturing process.

Gary, when you mention the US being democratic, the thing is this:  we have NEVER been democratic at any time in our history.  WE are a constitutional republic; the US has always been that.  There is a very large difference between the two.  Also, that has nothing to do with these laws being discussed.  Sorry to rupture that illusion.

Well… if the majority of the populace is unhappy about the proliferation of uncontrolled gun production and they tell their representatives that through polls and votes and then the politicians try to fix it. Then yes.., that is democracy. Democracy is not catering to the few who have a hobby. It caters to the overall health and safety of the people. The problem is that the uninformed politicians are trying to solve a problem in a way that could easily be self defeating. It’s probable that these politicians see that the 3d printers are not made in the us and as such do not have constuents that could be financially hurt by controlling them.

The problem with that is we now have one state dictating what the rest of the country can do. Prusa, Bambu, Creality, etc. aren't going to make one printer for CA and another printer for the rest of the country. Just like auto manufacturers don't make cars for CA and cars for the rest of the country. So those of us like myself who do print these things and live in a state that is fine with it get our rights trampled upon.

Ultimately this should be dictated in court, hopefully by a class action suit from citizens in states where no such bans exist along with the states themselves suing CA as negatively affecting commerce across state borders - which is the sole authority of US Congress.

Unfortunately, California is by itself such a massive market, the rest of us get California compliant cars that we don't want. I'm hoping 3D printers won't be poisoned in the same way.

Unfortunately these bills do not do anything to stop bad actors and just create a black market, and bad actors will keep on doing bad actor, things. 

Still relys on some magical algorithm 

Still violates your First and Second Ammendment rights under the Constitution

And creates a dearth of unnecessary red tape for legitimate users, for  Federal agencies 



But don't forget also that there is a massive amount of pressure for other parties, like the entertainment industry, where people are 3d printing their own knick knacks based on some IP. We've seen pressure from Lego, Hasbro and Mattel, to name a few where they are not being paid for their IP violations.
This bill and those that come after will be looking at applying a similar magic algorithm, to force printers to not print unless they have a license to print said object. How will it be policed? 

There is a lot more, what if, scenarios

What if you want to print out a knob for your John Deere Tractor?  JD don't want you to do that either.

Etc etc etc

It's all based on getting away with the illegal bills being made into law as fast as possible. 

And it will mean that some Tom or Sally in a garage in the future won't come up with a world changing product, because the tool they would need, is illegal.

Grogyan brings up good points which do go beyond ghost guns.
That is, the conflict between protecting IP and copyrights Vs the freedom and benefits of fully distributed manufacturing. I do not see simple solutions for either problems and unfortunately curtailing 3D Printing will likely be the target solution for both.
Maybe... we were better off before Bambu made 3D printing easier for newbs to use.
