Here's a response I got from Mr Naveen Mann of 3C about this. He's attached a page which seems to show the way to calculate load of an apartment.

What do you think?

Hi Naveen/Kunal,

 

I have raised the issue of low UPPCL electricity and power backup load allocated on my flat by 3c. I am raising this to you people as an escalation because I didn't get any satisfactory answer from customer care and this is something required prompt resolution from 3c side.

 

3c has allocated 4 KW UPPCL load on my 3+1 BHK flat. This is well understood that In a 3 BHK flat we would expect to run 3 AC (in bed rooms overnight), Fridge and other electrical equipment during the peak summer time. If you calculate the total load of the house the 4KW load would not suffice. Could you please clarify how would we run 3 ACs simultaneously with other electrical equipment in the load of 4 KW of UPCL.

 

What will happen if a flat is running electrical equipment of wattage more than the allowed in the connection?

 

I went through the below citizen charter of UPPCL which clearly define how the load for a house/flat would be calculated.

Based on the calculations given the load allocated is not up to the standard. This can cause the penalty on the flat owners for running on lower load which is normally done by UPPCL.

 

Kindly provide me the calculation how the load has  been calculated for my flat.

 

Power Backup

 

In terms of power backup 3c has charged 40 Rs per sqft i.e. around

64000 Rs. 3c never disclosed the allowed power backup per flat despite of asking this question again and again. But the 3c management and sales team always assured us that the power backup would be sufficient to run all the equipment of the flats. But it was shocking to see that 3KW load has been allocated on my flat.

 

In a 3 BHK flat it is very common that during the peak summer time we would be running at least 3 AC (1.5 tons) + Fridge + 3 Fans at a time.

Could you please clarify how would the allowed 3 KW power backup cater this load? Or does 3c expect that we should only run 1 AC even in peak summers?

 

Is there any calculation mistake or judgmental mistake at 3c part ?

 

I would request you people to kindly look into this matter for early resolution.

On what basis is it calculated? I live in 1300sqf in Mayur Vihar and load alloted is 5KW! The guy from DVB had come to my house and calculated based on No. of switches and power points!

This is not right and i had the dicussion with one of our family friend who works in UPPCL. He said minimum must be 6 KW if you are putting 4 ACs in the flat.

Please refer to the latest Citizen Charter loaded on the site of UPPCL. In this refer to the section Calculation of Power Load where it clearly says

1. Point 7 - As per actual load (RatedPower) Guyzer, Airconditioner, water Lifting pump etc. of the Gadgets.
2. Secondly in terms of the Diversity factor, kindly refer to the point number 3 below from the UPPCL site. This clearly says that this Diversity factor is for the Light and Fan consumer only. So any flat in LB qualifies to the criteria.

Even if we consider this working to be correct, then for an apartment with size of 1295 sq ft should have atleast 3 KW as Power back up load but as confirmed by 3C guys to me, it is still 2 KW for all 2 BHK & 2 BHK +study appartments which doesn't seem to be right.
 
They are contradicting their own method of calculating the load.
 
Please correct me if I am wrong.
