Transfer Memorandum Cost on resale

Hi All

In case of buying a Flat in resale, what is the transfer of memorandum cost. I heard from some friend it's 200-300 Rs/sq ft depending upon the area. Is it correct? 

And this TM cost is in addition to registration cost.
