Can $300 house Can be constructed all over world as same Design?

I don't think this has to be a one shit design for all locations. One
of the ideas is to adapt to local materials and requirements. For
example some areas are vulnerable to Hurricane, some to earthquake and
some both.

Its a concept to reduce cost with quality that is important.

Well to begin with no proper house can be built for $300 let alone
building it at this price in different parts of the world. Technically
any house can be built fairly identical anyplace, but it will not be
practical and it will not cost the same in place A as in place X. So
the honest answer is a great big NO, in my opinion, of course.
