This is not a missing piece.
There are two components of E911 (same in Kazoo UI and Monster UI).
The first is setting E911 at your provider. This is done in Number Manager with the E911 button. The problem with Kazoo UI is it would show that button, even when a provider isn’t configured. Which is dumb, it doesn’t do anything. Monster UI is smarter – it hides the button if you haven’t configured an E911 provider because it means you set E911 yourself by logging directly into the provider’s website, not through Monster. Which is correct. This all has to do with provisioning the address to the phone number.
The SECOND component of E911 is what actual Caller ID to send if someone dials 911. It’s common that people setup a single 911 address for an entire account, to avoid charges on all numbers for E911 service. In this case, you’re just setting Emergency 911 Caller ID. That exists in Monster because it doesn’t require a provider. You can do it in the advanced callflows, or you can do it in SmartPBX if the numbers and it will default to the main number on the PBX.

That one actually sounds like a bug. It’s supposed to add the new number services features to each number. I wonder if it’s not doing that when you manually add numbers.
