This is definitely what it says - it's a permissions issue. Looks like it's related to sound files maybe? Can you grab a screenshot of which URL you are on when this happens?

The logs directory does not appear to be writable. If you're on CentOS be *sure* SELinux is turned off or reconfigured properly.
