windows 10 kb5018410 breaking settings window / screen

Just had a computer where kb5018410 prevents the settings
screen in windows 10 from being able to load.    It simply
flashes on the screen a moment then vanishes.   Event viewer
doesn't show anything.

Fix appears to be manually apply KB5018482 or removing
kb5018410 and using the update conceal tool to prevent
windows update offering it.  System restore will also fix
it, but the problem will immediately return as windows will
try to apply the update again right away.
