Cannot Adjust Play Speed Settings in Windows Media Player 11

for a particular MP3 - any ideas as to why? The little arrows, the
slider - all inoperable or grayed out.

I don't use Media Player often, and I distinctly recall being able to
adjust the speed of some content I was playing - is this capability
inherent in the format, i.e., is it possible that this particular MP3
doesn't contain the required information to allow me to change the
speed, but some other MP3 or other file format might allow this?
