Hogwash. Opening and saving it in MS Paint has absolutely no effect on its
size.
Best way is with something like Irfanview which, as mentioned earlier, can
also resize a whole batch for you.
You can do this with almost any image viewing/processing program.
However, for an instant resize, I use Picture Resizer a lot. It's
non-install freeware, and simplicity itself to use.

Just change the 400 in the PhotoResize400.exe file from to whatever you
want, then drag and drop the JPG file onto it. PhotoResize1500.exe
produces a new filesize of around 150kB.
After reducing the dpi, you might like to add a touch of sharpening.
Again, almost any image program will do this but, most of the time, I
use FastStone Image Viewer.

If you use the Windows command to Send to Mail Recipient, or Email this
Picture, it should give you the option to change the file size.

Regardless of whichever program you are using to send email, it'll give you
the same option on the Right Click Send to Email Recipient
Open or drag the file into Paint.
Click Image/
Stretch/Skew
Then in the horizontal and vertical boxes change the percent
equally and experiment until you find the best size. For some of
those poster size photos 25 to 30% values work well. If not satisfied
click Edit, Undo and try another percent.

The advice you were given was complete crap.
JPEGS store a fair amount of rubbish that is unneeded. Often merely
resizing the images to 99% will remove a lot of it, resulting in much
smaller files.
Nevertheless if that fails to get your files small enough, put them on
the web and fucking link to them, you completely dumb cunt.

I usually do just that but unfortunately many Government Departments
and even organisations will not allow staff to access Flickr or Picasa
you cheeky little girl.

If using xp or later right click on photo(s) and select send to.... then
make smaller option.
