To clarify, the Important Materials folder can be found on the competitions website.  The link is directly below the Rules and Guidelines.  Here is the link to the Important Materials that has the design guidelines as well as other important materials for the competition.

I did look at those folders. Last year's project had very specific design guidelines on masonry & elevation architectural features, side and rear lot set backs, front coverage ratios, etc etc. I didn't see this type of criteria in any of the documents or attachments. Are we to assume we have complete freedom on this year's product type and design?
