Question:
Should our response regarding anthropological risk be limited to selecting between the two proposed studies (the cultural resources literature review and the shovel testing), or are we expected to make planning decisions based on the potential outcomes or findings that could result from these studies?

The team can take the information provided and go either way with the assumption. There is always a risk associated with electing to do or not do further exploration on a potential risk. The team should make the decision that they feel is best with the information provided.
