SSR4: During the setup, the Russian Player may convert two hexes of his choice to stone rubble, and two other non-open ground hexes can be converted to open ground, by use of the open-ground overlays.  

The rules allow rubble only in building hexes.  Also, the General article on Rubble clarifies that no vehicle may enter a Rubble hex, despite the Q&A to the contrary.

However, the SSR allows 'two hexes of his choice'.  Since SSR by definition do not follow the rules, the designer may have wanted to override the rule and allow placement in any hex.

Should Rubble placement be limited to only building hexes or any hex?  what is your reasoning and effect on play.

To All,

I think that SSR4 in "Enter the Guards" should overrule the standard rules and allow rubble to be placed in any hex.  

Reasoning:  SSR2 also mentions rubble in roads and the effects on armor movement in the battle area.  My reading on this battle stated that 6th Army usage of its armor formations was limited because of the extensive rubbling of the city.  

Effects:  As was mentioned, the rubble article prevents vehicles from entering rubble hexes.  I can foresee rubble being used as roadblocks to limit the number of avenues that German armor can attack through to the bridgehead.

I think the SSR clearly and plainly states rubble can be placed in a hex of choice. So I would go with that.

OK, Rubble can be placed in any hex.  I will update the SSRs clarifications on the page.
