"Affordable Options for Increasing the Accessible NEO Catalog".
It's a shame this section doesn't assess the difficulty of changing
the orbits of inaccessible targets to increase the catalog.
Considering that hazard mitigation techniques are being studied in
parallel with human exploration missions, it seems relevant.
