i want to paint the plastic heel on a nike stab.

i know nothing of painting plastic.

advice/ suggestions?

I will be honest with you, with all the shoes I've done painting the sole is not the b est idea. I've tried a bunch of different paints and shit and it just won't stay. If you live near a place where you can get Griffin shoe dye or some other potent type graffiti ink the best thing you can do is try to stain them.

if you mean the plastic heelcup (the piece that says "air stab" on it
then just use a method as if you were painting any plastic, like
this........

a good plastic primer and a good lacquer are essential imo as
obviously a shoe goes through more scrapes that a car dash.
