The concept of "shura" and modern-day movements

I was scanning this website related to environmental activism, and I
came across this page which began to discuss consensus decision-making
and its unique role in movement-building:

Doesn't this idea of consensus sound like the idea of "shura" in
Qur'an, in which people are advised to govern via mutual decision-
making that took into account the views of all individuals? I would
like to hear all your thoughts. As we can see, Western radical
intellectual movements and Islamic justice movements are not as
polarized as we think.
