Rules update and materials release

I've updated the rules. There are no substantive rules changes in this update, only (small) clarifications:

Notes:

-- The track tiles are a superset of the track tiles for 1830, and two files are provided to that end. One file contains 1830's track tiles, and the other the additional track tiles needed for 1843. Discard the NYC and "B" tiles from the 1830 set. Those of you who made copies of 18FR-RCE should only need to make the few new tiles that were added to the first two pages of the 1843-specific file.

-- There are several non-trivial changes from the prior 18FR-RCE map. Token counts of the companies have also changed.

-- An additional token is provided for each company for those who wish to provide and use a dividend track for company dividends.

-- The Cie de Val de Loire private company comes in two forms, one intended only for 6 player games. It is intended to be cut so that it is folded in half and then glued to make a double-sided certificate.

-- The yellow, green, blue, and brown trains are intended to be cut as wider pairs of trains, which are then folded along the center line and glued to make a single double-sided certificate. A little school paste, a glue stick or Elmer's glue works wonderfully. The red and gray trains are not double sided.

A ps18xx version is (hopefully) in the works. A matching GoogleDocs spreadsheet for ps18xx use would be greatly appreciated.
