In part a, does the variable ordering of {c,b,a} mean the top node is a
(as it is in part b)?

I don't understand.  The question asks to create a BDD.  Drawing a BDD with different nodes at the top will look different. Is that not correct?

I think the problem clearly states the order of c<b<a,  yes that also means that the top node is a.
