Rules differences more up-to-date than rules?

Hello,

assembling my test copy I found that the 1812-1861 rules differences
and the rules (v10) give different powers to two privates:

In the rules differences the Whitby & Pickering Railway is listed as
having three free lays while the rules only grant it two. For the
Stephenson’s Engine Works the rules list a trade-in value of 45 while
the differences say it's only 40. The component agree with the rules
differences, so I think that the differences are more up-to-date. Am I
right?

Yes, you are right. The rules are out of date.
