一个是不迷信外电，外电在操作这类选题上，我见过的基本上都是道听途说，瞎谈。
二个是不要只看环保组织一面之词，普遍不是很靠谱，比较片面。
还是应该多看多方面的材料，找些相对专业的数据，去把这个问题说清楚。

工程性缺水，作为云南干旱选题的切入点，是不是靠谱云南是水利工程很多，水电资源最多的一个省份，传统意义上说不缺水，但水利工程都拿去发电，然后都在城市周边，真正的用于农村基本的灌溉和饮用的小型水利工程基本没有，这部分国家的政策支持也不够。小水利这个道理类似小额信贷，巨款肯定被大鳄搞了，真能惠及小农的是小额信贷，虽然钱不多

缘由：湄公河水位遭遇半个世纪来最严重的水位下降，泰国、老挝、越南和柬埔寨的村庄深受其害，其农业、渔业以及饮用水供应都受到影响。有消息称，4国即
将在下月举行的峰会上，就中国境内大坝导致湄公河水位下降一事向中国提出交涉。
一、核心争议：中国修水坝导致湄公河水量减少，影响沿岸国家生产生活，还导致南亚几国的本轮大旱。
泰"拯救湄公联盟"环境小组："我们发现不仅仅是干旱的问题。当然在过去几个月该地区的降水的确减少了。但是据我们观察，湄公河的水位出现了不正常的波
动。除了水坝之外我们找不出其他原因。所以说，这不仅是自然干旱，还是受上游大型水坝工程的影响。" 湄公河沿岸的人们担心，对湄公河水资源的巨大需求
会进一步导致局势紧张。有上百万居民依靠湄公河生活。
二、逐个讨论：
1）湄公河对泰国等4国的意义有多大？（农、渔业发展/灌溉/降水/食水等所占比例）
2）湄公河沿岸降水/气候从何时开始出现变化？（湄公河数年前就出现不根据自然规律来潮涨潮落，旱季雨季不调和，还出现季节性干涸）
3）湄公河水量减少从何时开始？（湄公河水量的一个重要来源之一──几个重要的支流供水不稳定早已有迹象，并非本轮大旱才开始）
4）河流大坝的"原罪" （大坝影响河流水量之理论模型/云南修建的水坝之特点综述）
三、湄公河水源博弈：
1、湄公河4国早有多个建坝计划，却因资金、需求等原因迟迟未落实而只能眼睁睁看着中国拼命地在上游修坝；
2、由于中国在过去十几年基本上不对湄公河沿岸国家公布上游的数据，大部分沿岸国的民间组织、媒体只能（在自己本身没有修成水坝的前提下）评估湄公河主
流筑坝项目将如何影响流域民众的利益。
3、中国和湄公河下游国家共同面对的、更加深层次的其实是整体的气候变暖使得河流水量在逐渐的减少，各国花时间讨论水坝的争议，其实都有意无意地在回避
更加难以解决的问题。
专题搭建设想：
内容打算以简明的表格、赋以数据来解读，包括附上一些简短的小资料，总体文字不超过2500字，多用图。
困难：
降水、水量等数据在湄公河官方的网站上都有，但因为还没有完全看完所有数据，暂时还不确定数据是否能跟设想的思路吻合。
