I'd ask that instead of suggesting moving the most undesirable aspects of the project to Garfield that we focus collectively on the fact that the residents on both Garfield and Monroe closest to the development will bear a disproportionate share of the impact and how that can be mitigated.
 
Personally I'd trade the dock for the alley but the real answer is to design the dock and alley in a way that doesn't impact the neighbors. Let's not let Rosen Properties dictate those terms and present us with false choices. I suspect the real issue is going to be delivery trucks idling in the Sunflower parking lot or along Garfield and Monroe queuing up for dock access. That's what I see early morning in grocery receiving areas. That's why I like to see deliveries be taken from Colfax exclusively and why we address that in our list of questions.

I really like the suggestion of nighttime loading from Colfax.  I would like the loading dock better on Garfield - as long as it doesn't negatively impact the residents there.  I've been thinking of it as a trade-off where they get the alley outlet and I get the loading dock under my window.  But if it's possible to position so it doesn't negatively impact either of us that would be great.

The Sunflower markets I've seen so far all have little sitting areas for their customers to eat lunch outside - that might work to merge with the "park" area so it doesn't actually increase their costs for development.  I would note however, that realistically, whether it's inside the wall or outside it that area is also likely to be utilized by the homeless who will walk around the wall. I'm expecting a probable uptick in the amount of trash that reaches my home, mitigated by how well and regularly Sunflower cleans their lot and how many public trash cans they make available.

There are several more people onthe 1500 block of Monroe who should be in the e-mail loop -- Mitch and Jessie.  Anybody have their e-mails?  Also Brian LeMaire and Dale.
 
Additionally, Dave. I would ask that the question about landscaping along Monroe be be amplified.   While I am opposed to the zoning change, if the change is ultimatelyapproved, and we have a parking lot across from us, tall trees, as well as six foot high bushes, screen our view-- from both first and second stories -- will be cruicial for the preservation of property values.  A view of a parking lot out our front windos will be bleak and unattractive.   I talked to Al about a park in front of our house.  As long as the park is in side the property wall, so that it doesn't become a stopping place for homeless people, it think the idea has potential.

Thanks, Barbara … I didn’t know this conversation was going on.  These are certainly appropriate topics for the next meeting with Sean & Al, as well as the meeting with Public Works that Al’s Project Architect Heather said she’d try to set up. 
 
I haven’t heard back from Sean on when either meeting might happen.  I don’t think Sean sees the Planning Board hearing as a critical deadline, as the hearing does not lock him into a site plan and there is time for more changes to the site plan before the zoning change gets in front of City Council.
 
Does anyone on this list have a problem with my sharing this string, or a summary of it, with the entire ad hoc committee?

As an FYI we are asking Sunflower to agree to receive deliveries between midnight and 7am directly from Colfax into the entry doors that will face Colfax. That will minimize a lot of disruption and trucks idling in the parking lot waiting for dock access. That's one of the suggestions we are asking Rosen Properties and Sunflower to respond to in the list of questions we submitted

My neighbors to the south have started this conversation.  I think its an important one which isn't entirely incorporated into the questions.  More importantly, I think our conversations are splintering and somehow we all need to be on one e-mail list, so we can all be thinking about the best way to support one another, as we all have different perspectives, but, it seems, concur that this train is moving too fast and without adequate planning to assure that the result is safe.

I agree that having the loading dock on Garfield makes more sense - for everybody involved! I will include that in my letter to the planning commission.

The issue with the loading dock does not seem logical.  I counted 12 school children waking up Monroe to Colfax today.    Children walk up all of our streets.  Just because they need to cross north to south on Colfax does not tell the entire story.  They also cross east to west on Colfax with no lights.  This is more dangerous because there is no light to slow down a truck that is looking to turn.  So….having the trucks at the light would seem more logical.  Garfield is safer and does not impact residents.
 
I have emailed Al, Sean and the Evergreen Development.  I have had zero responses.  The lack of communication to residents in the impact zone is extremely concerning.

I have had a family issue arise (medical) that will take most of my time this weekend.  We are out of town starting on Wed and back on Sunday evening nextg week. So I don’t think I can meet this weekend (or next). 
 
About the loading zone, during the walk-through of the proposed development on Oct. 29, John asked the architect if it would be possible to flip the loading dock so that it was on Garfield, where it would be across from the parking lot, instead of the residences on Monroe. Al said that they would certainly thing about doing this, and the whole reason for the loading dock on the Monroe side was the light on Garfield.  Then we started thinking if we could move the light on Garfield, determined that the light is accommodating the grade school on 12th and Garfield (there are lights all the way north from there to Colfax) so we didn’t think moving the light would work.  Anyway, just wanted you and Megan to know we thought about this.  It may be a lot less diseruptive on the Garfield side?
 
Sorry about not being able to meet.  I am going to review the rules and zoning document in preparation for Dec. 7.  Sorry we can’t be at the Dec. ;3 meeting.    If you write to me and I don’t write back, our computer is dying at home.  I have copied my work email on this email.
 
I thought what both of you said at the SCPNA meeting was very  important and helpful.  Just my two cents.
