Spartan 2 controller not turning on

I have a Ms3pro Evo with a Spartan 2 controller...new setup. The wideband controller is powered by the fuel pump relay. My problem I'm having is that the wideband does not always turn on. looking at the datalogs it sometimes takes the controller over 5 min. to come on line ,sometimes it doesn't come on at all, and sometimes I can cycle the key several times and it will come on... I also have a stand alone wideband and the 2 always read different from each other.... sometimes by a lot, and sometimes its very close to reading the same it is very inconsistent .... Does this sound like a controller issue ? Any help would be much appreciated.
