re. water turn-off

hello, The sign that was put up at 148 soudan 2 days ago stated that water turn-off would be from 9-5p.m.  the water was turned off much earlier causing major disruption for those attempting to ready themselves for work, etc. This is very upsetting & if there was a change in time then we should have been notifed again. This letter was written at 8:45 but the water had turned off much earlier.   Janet Hayes Apt. 409   Ja

I second that, I went in to the bathroom to finish getting ready at 8:35 and the water was already off.
