    1) ADMINISTRATIVE ASSISTANT  (DEADLINE: 22/03/2013)
     
    The Delegation of the European Union to Myanmar located in Yangon is looking for a temporary Administrative Officer for a contract period of initially six months.
     
     
    Job description
     
    To provide support to the Administrative section by assisting the Head of Administration with administrative tasks such as infrastructure (accommodation, office premises, vehicles, furniture etc), procurement and sourcing of vendors and service providers, and other administrative tasks.
     
     
    Qualifications and competencies
     
    Previous relevant administrative experience
    Strong organisational and administrative skills,
    Computer literacy, especially with Microsoft Office
    Fluency and good drafting skills in English, knowledge of Myanmar would be an asset

    2) POLITICAL AFFAIRS OFFICER (TEMPORARY) (DEADLINE: 22/03/2013)
 
The Delegation of the European Union to Myanmar located in Yangon is looking for a temporary Political Affairs Officer for a contract period of five months (April 2013 – August 2013).
 
Job description
 
The Delegation of the European Union to Myanmar represents the European Union (EU) and is responsible for bilateral relations with Myanmar in the political, economic, commercial and co-operation fields. The Political Section of the Delegation monitors and reports on the political situation in Myanmar, and contributes to the implementation of human rights and civil society programmes and projects under the supervision of the Head of Delegation.
 
Functions & duties
1) Political reporting:
    ·          Monitoring, analysing and reporting - regularly and in a timely fashion as well as on request - on the political situation in Myanmar in addition to any other significant political developments.  Also including coverage of regional subject matters related to ASEAN & ASEM.
    ·         Preparation of ad hoc reports, studies, briefing notes or background analysis on specific subjects (visits of high-ranking officials from headquarters, missions of the Head of Delegation, political negotiations or conferences).
    ·          Preparation and analysis of the human rights situation, civil society, democracy, and good governance in Myanmar.
    ·          Provide timely advice and recommendations to Headquarters regarding the future development of the EU's relations with Myanmar.
 
2) Policy Development:
    ·          Contribute to the process of preparing country strategy papers and programming documents, in particular in reflection of the policy agenda of the host country, including analysis of medium-term challenges and the definition of priorities in preparation of multi-annual programming.
    ·          Contribute towards the definition of EU/EC policy positions and provide advice on policy issues.
    ·          Monitor and analyse the political and socio-economic situation and development in the host country, including the regional level and the political relations with the EU and MS.
    ·          Contribute to the formulation of country-specific cooperation strategies.
    ·          Contribute to political and policy dialogue with the host country on a variety of topics, including in horizontal areas such as democratisation, migration, counter-terrorism, regional integration.
    ·          Support policy dialogue with all relevant ministries, agencies, donors and other relevant stakeholders.
 
3) Representation, negotiation and participation:
    ·          Maintain positive and effective contacts with the relevant national authorities, political parties, private sector representatives and civil society organisations as well as EU Member States' representatives and other relevant organisations/institutions.
    ·          Develop partnerships with UN agencies, and other multi-lateral institutions.
    ·          Represent the European Union in meetings, conferences, political hearings.
    ·          Prepare and assist in missions from Headquarters, including visits from European Commissioners, the High Representative for Common Foreign and Security Policy, the European Parliament and other officials.
    ·          Ensure the Delegation's participation, where mandated, in negotiations and meetings with the Myanmar authorities.
 
Qualifications and competencies
 
      ·         University degree in politics, law, international relations, economics or similar.
      ·         Demonstrated professional capacity and expertise in diplomacy, in international relations and in political analysis (identifying, analysing, synthesising policy issues).
      ·         Prior experience in Delegation (s), embassies or an equivalent multicultural working environment in SE Asia a distinct asset.
      ·         Excellent knowledge of Community policies and EU foreign policy
      ·         Knowledge of the political (history, religion) and socio-economic situation in Myanmar.
      ·         Knowledge of political reporting and analysis.
      ·         Excellent drafting skills in English are a MUST. Knowledge of Myanmar language is considered an asset.
