                 TIME      : 10 AM
In light that the State of Illinois continues to face a fiscal and economic crisis affecting the State Budget and the overall state economyIllinois 4th District Congressional Candidate Hector Concepcion announced today a new initiative that would allow Illinois drivers to participate in a one-time traffic ticket fine amnesty program and pay 50 % of the entire balance due and then be allowed toreinstate their driver license to seek employment and drive to work making the streets safer. This initiative would do the following:
(1) Provide relief to individuals who have found themselves in violation of a court-ordered obligation because they are financially unable to paytraffic bail or fines.
(2) Provide increased revenue at a time when revenue is scarce by encouraging payment of old fines that have remained unpaid.
(3) Allow courts and counties to resolve older delinquent cases and focus limited resources on collecting on more recent cases.
The proposed one-time amnesty program would apply for fines and bail meeting the eligibility requirements established in each county. Unless agreed otherwise by the court and the county in writing, the government entities that are responsible for the collection of delinquent court-ordered debt shall be responsible for implementation of the amnesty program as to that debt, maintaining the same division of responsibility in place with respect to the collection of court-ordereddebt under Code. The term “ fine”  refers to the total amounts due in connection with a specific violation
Congressional Candidate Hector Concepcion stated. "This proposed initiative is urgently needed since it would easily resolve ILLINOIS two largest problems 1) the economic crisis affecting the State Budget  2) and desperate need of thousands of Illinois drivers  with SUSPENDED  driver licenses due to their inability to pay outstanding fines therefore, unable to DRIVE to obtain employment."
