2 Internet - Not So Much a Single Idea but a Political Creation In Need of Doing

I think there should be an internet for people under 18 that is
tightly controlled by the US government or UN. Kids would then have
to qualify and be certified to get a "license" to use the adult
Internet at say age 18. Access to the kid internet would be restricted
to parents, and certified educational, psychology and religious
professionals and law enforcement.

Using the adult version of the Internet would then be also a
privilege, not a right, similar to a driver licenses. People would
have to take a test and even classes in order to pass the test. It
would be illegal to enter the Internet without an up to date Internet
Security System from a legitimate vendor and failure to do so, along
with proven spanning and other infractions would result in ticketed
fines or suspensions of privileges if caught.
