Tracking outreach requests/responses

Me again! Always with the questions...

Does anyone have a web-based database system that they're really happy
with, that can be used to track outreach requests, provider responses,
and client outcomes?

I'm thinking of something like Quickbase, but it would need to enable
different outreach providers to log-in and share info about clients
they're trying to track down and clients who have refused to engage,
but the team is still trying to follow.

Any ideas?
