A shout out to Greg T who put this together tonight.

A few more things we need to scrape from the vpa site. A couple more
message sent out with the state machine, some text formatting, a basic
admin page(s), and then we're probably pretty close to go. I suspect
we can have all our friends test this out by Wednesday morning.
