Question about HW3.1 on VC dimensions

I feel a little confused about VC dimensions, is it that for any different f, we are always finally project f into signs, either +1 -1, and only these different labels as different results? For example, if we have different f making f(x) equal to 0.5,1.1,1.2,1.3, we are considering as the same? Instead of thinking they are different?
