Required Skills:

• Bachelor’s degree (BA or BS) in Business, Management Information Systems, Computer Science, or related field from an accredited college or university.  
• A minimum of five years technical writing (user documentation, systems documentation).  
• A minimum of five years of project management experience is required.
• A minimum of five years group facilitation for information systems business analysis and requirements development Preferred.  
• Experience in the development and implementation of WIC information systems.  
• Certified Information Technology Infrastructure Library (ITIL) Managing Professional.  
• Certified Project Management Professional (PMP) or similar Project Management Institute (PMI) certification.
• Experience using project management and planning software such as Microsoft Project and Visio.  
• Experience with Federal and Florida state data security and data system statutes and regulations.
• Progressively responsible project management support experience.

CONTRACTOR RESPONSIBILITIES:

• Produce and revise scheduling documents or project timing tables for WIC Management Information Systems (MIS) changes and WIC Electronic Benefits Transfer (EBT) that require federal and state oversight document preparation as directed by the Department. Initial drafts produced within two weeks after project announcement by WIC leadership, revisions to be completed weekly.  
• Produce and revise an Advanced Planning Document (APD) and update documents for developing, acquiring, or implementing WIC Data System software modifications using Food and Nutrition Service (FNS) Handbook 901 as guidance as directed by the Department. Initial draft produced within one month after project kickoff, revisions as required, final document submission no later than 180 days after the start of this Purchase Order.  
• Participation in project planning, action, system requirement confirmation, and status meetings, weekly; documentation and follow-up on activities and action items from these activities.  
• Assist in completing project deliverables during each phase, focusing on planning and reviewing project deliverables from system contractors and internal workgroups as required for MIS and EBT modifications. Coordinate with the WIC Project Team weekly.
• Assist in developing other deliverables as determined by the WIC Project Management Team.
• Assist in developing user documentation as required from MIS and EBT modifications after initial draft approval of IAPD.  
• Assist in completing Americans with Disabilities Act (ADA) and Florida DOH security compliance scans from MIS and EBT modifications as directed by the Department.  
• Assist in relating best practices, mentoring, and training other staff as directed by the Department.
