Steps to reproduce:

qvm-create --hvm --label green testhvm
qvm-prefs -s testhvm netvm none
qvm-start testhvm
(failure)

I created a "null" network vm and connected the testhvm as a work-around.  I can maybe dig into the issue a bit further, but don't have Qubes running here currently...
