Click the wrench in the upper right corner, click on Settings.
Click on the "Personal Stuff" link in the left sidebar.
Uncheck the box next to the text "Enable accessibility features"

I have one now and I've closed the lid and put it to the side because I do no know how to turn off the voice that repeats everything I do. Additionally, youtube videos don't want to play inside gmail either. Not sure if the youtube thing has something to do with the chromebook but the first issue is so annoying I don't even care right now about the second.
