Appc Titanium CLI

The Titanium CLI is the new command line interface to replace legacy Python-based scripts. Our goals are:

* Create an easy to use and fast CLI
* Have better error handling and argument validation
* Improved documentation
* Consistent behavior and naming conventions
* Easier to maintain
* Better extensibility via a new plugin architecture

The purpose of this group is to review the new Titanium CLI and provide feedback on it's design and implementation and thoughts on how we can improve it.
