Not include localization that are largely incomplete?

Hi,
The Zotero interface on my computer looks rather silly since about half of it is in Norwegian Bokmål (48 % according to https://www.transifex.com/zotero/zotero/) and the rest in English.
Could it be an idea to not include localizations that are less than, say, 90 % complete? A poorly done and half finished translation can make the program much less attractive to use than if there were no translation at all.

In the latest 5.0 beta build I've disabled locales below ~50%, including
both Norwegian locales.
