Building Standalone

Attempting to reconstruct a build environment for the Windows Standalone client, I'm getting 404 on the NSIS plugin DLLs for ApplicationID, etc. A search turns them up on an NSIS site, but one (or more) of the links there fails as well.

Is it currently possible to set up a fresh Windows build environment for the Standalone client?

You should be able to get the plugins from https://github.com/mozilla/gecko-dev/tree/master/other-licenses/nsis/Plugins. I've updated the link on the wiki.
