Support for fractional shares

Hello Zipline community!

I'm wondering if support for fractional shares (this includes fractional order sizes, fractional holdings, etc.) would be a welcome addition to the library, and if anyone has an idea of how to start going about this. If there's an existing effort, is it open to new contributors? I searched this mailing list and the Github issues list for "fractional" and didn't see anything, so I figured I'd ask here. Please let me know if there's a better place/way to work on this.
