CSS combination issue

Ideally, the combined CSS file (whether minified/compressed or not) should contain one @CHARSET directive at the start of 1st line, but contains multiple @CHARSET directives which were present in the individual files each containing @CHARSET directive. 

(SO REMOVAL of multiple occurrences of @CHARSET directive is required)

This probably could be solved by creating a post processor which would remove all but first occurences of the @Charset directive.

Could you open an issue for that?
