Does wordpress a best site for journal. Can i use wordpress for hosting open access journals?

You can use Annotum on a self-hosted WordPress site.

The 2.0 version on wordpress.org has a bug with WordPress 4.3 but a fix will be released there soon. You can also get the fix here: https://github.com/Annotum/Annotum/releases
