Steam Blocking on IITB internet

I want to run CS on ubuntu14.04 and so I followed this tutorial-
So under third heading after downloading SteamInstall.msi and installing Steam it starts updating. After a while it error pops up saying-
"Steam.exe (main exception): To run Steam, you must first connect with to the internet."
I am pretty much sure I am connect to internet, so I was wondering if IITB network blocks steam and its connections....
If there is alternative to this, I would love to know...
So, at the end of the day I wanna know how can I play CS on ubuntu?

I think Steam runs by default on UDP. And UDP is blocked in IIT
campus. Try launching Steam with -TCP argument, and see if that works.

Solution is VPN!!! (TCP based)

As correctly pointed on the thread, Steam uses UDP which is blocked by insti network. Attempts to use Steam with TCP have also been unsuccessful for me.

I have used Kepard VPN(uses TCP) in past to play Dota with Steam on Ubuntu as well as Windows. Ping will be more than 200ms (depending on server location) through VPN, so you might experience noticeable lag. But it will unblock Steam and all other "blocked" stuff inside IIT network.  

You can get Kepard premium by referring it to friends (and installing its client on their PCs), so it is possible to juggle around and use Kepard Premium forever by creating dummy email accounts and keep installing Kepard agents on new PCs.

You can also use sshuttle [1] as to use your remote server as a vpn.
