Nice one! Though I don't understand why he decided to check the packets at certain offsets? Is it a common technique or something?

Because the packet may contain other crap too. Since the mpg file wasn't starting at byte 0, it probably starts *somewhere* later. He just tried all the "somewhere"s and got the answer.
