Ping not working in ubuntu

I am not able to use ping in ubuntu where there is no problem in browsing. Also there is  problem while using apt-get, speed of downloading sometimes reduce to Bytes/sec.

This is not an Ubuntu problem. You cannot ping external sites (whether you are on Ubuntu, OS X or Windows) because the IITB firewall drops the ping packets.

Seems a hardware problem, I mean have you tried changing the LAN wire? I have faced the same problem before.

Go to Ubuntu Software Centre > Edit > Software Sources

Try changing the source from "Server from India" to "Server for United States" or some other country and see if it helps.
