We, from WikiTeam, make backups from several wikis. Last Wikitravel dumps are from July 2011, http://code.google.com/p/wikiteam/downloads/list?can=2&q=wikitravel

If you need a more up-to-date dump, you can try yourself with this tutorial http://code.google.com/p/wikiteam/wiki/NewTutorial But English Wikitravel is big, so, it may need some days to finish.

They don't, but you can get unofficial dumps, e.g., from here:
