Open questions: Peer reviewed academic journal focusing on openness in education

Open questions to consider a peer reviewed journal on openness in education. 

The 2012 Paris OER Declaration specifies a number of open education principles. The declaration incorporates a clear statement to "encourage research on OER". In particular, the declaration suggests that we should: 

"Foster research on the development, use, evaluation and re-contextualisation of OER as well as on the opportunities and challenges they present, and their impact on the quality and cost-efficiency of teaching and learning in order to strengthen the evidence base for public investment in OER."

A few open questions:

  • Are you aware of any projects or initiatives to establish a peer-reviewed academic journal focusing on openness in education as an area of academic interest encompassing OERs, Open Education Practices, Open Policy, Open Learning, Open Source Software in education, Open Research, Open Access, Open Data, Open Licensing, Open Governance etc. If so -- are these projects open to collaboration?
  • What do you think about the idea of a peer-reviewed academic journal focusing on openness in education? Of course this would be openly licensed and would hopefully find suitable processes for open peer review (rather than closed blind peer review)?
  • Are there any individuals or organisations on this list who may be interested in collaborating or contributing to the design and establishment of such a journal?

We discussed the need for a truly open journal covering collaborative
free knowledge on the wiki research list recently. Parallel, if not
overlapping.

Hi SJ,

Let's explore how we can collaborate to achieve a truly open journal. The point of open is to maximise distribution and access to knowledge -- not to constrain it ;-)

That's good Wayne,

Not sure if just putting together a journal would move things along from a practical perspective. But I'm with you on attempting to bring all the "opens' together.
Just "open access" has different applications for network managers and content managers. Just check out that
"An Illustration of an intiative for open Access from one (NREN) network managers perspective "
discussion on one of my FB groups (mainly people from the Library and information Science domain).

One group who may be of interest to OER member's here is this initiative. Primarily as they have an interest in developing software and Wikieducator could use people who can add some value to the environment here. i.e. Not just attempt to use off-the-shelf commodity products like a wiki or google group/hangouts, etc. They've got a pretty good pedigree in the network/grid space to, so we might have some chance of bring the web stuff to some serious network grunt. BTW. This is an interesting one in the development of online learning spaces.

So far as Open Governance, I'm hoping this one might grow legs as it's a continuation of a bunch of enquiries which have been funded out of the EU.
Mind you, with what you did for OERu meet is pretty good. I'm sure if we = OER, OCWC, etc = could run a regular series of distributed conferences (i.e. link between groups of F2F conferences, and keep a record in the one domain, it might help the (NREN) network guys to systemize their pipes around global groups rather than national institutions.

You know my perspective. I view all the "open" stuff going on as (primarily) an attempt to align broadcast, and interactive, media in order to support global disciplinary groups who are aggregating and distributing content, and systemize their virtual spaces so they can be found by people with similar interests. Eventually economics is real the driver. My 2 cents. All the best.

It's a miraculous thought.We always enthusiastic to see your innovative ideas.It is the need of the hour contextualizing the propagation and 
promotion of open learning as one of the best learning mechanism to foster the developmental vision of  21st century teaching, learning and thinking.


The peer-reviewed academic journal will sure act as a bridge to gap between the researcher and academicians exist at different stratum.NIOS as a leading institute in Open and distance learning is publishing two journals including COMOSA-an internaltionally referred  journal and Open Learning Magazine-a national referred journal.It would also be a great privilege for NIOS to support and collaborate in such initiative.

The National Institute of Open Schooling (NIOS) formerly known as National Open School (NOS) was established in November,1989 as an autonomous organisation in pursuance of National Policy on Education 1986 by the Ministry of Human Resource Development(MHRD), Government of India.
