unicode and google could sql

User webm...@trytha.com has reported that unicode in google cloud SQL is broken since the following lines were commented:

42154c09 (mdipierro 2016-03-23 10:51:03 -0500 51)         if not 'charset' in driver_args:

42154c09 (mdipierro 2016-03-23 10:51:03 -0500 52)             driver_args['charset'] = 'utf8'

I cannot reproduce his problem. Anyway, I uncommented those lines and nothing breaks for me either way.

Perhaps it depends on the mysql driver. I do not remember why those lines were commented.

Anybody object to restoring those lines to version 2.12.4?
