damn - another bug in 2.10.3

apparently the cache.disk cleanup logic fails (even when cache.disk is not used) if psutils is installed but the OS does not give www-data read access to the /proc folder. So we must disable this by default. I though I had done but evidently not.

Can you explain the bug a little bit more please? I don't see how psutils can mess with cache.disk.
