As suggested by you I have added in path
This is likely your problem. WAL-E cannot run psql and it doesn't seem to be in $PATH however it is run.

Still I am getting the same error. I did which psql by root user and it is giving me -
/usr/local/pgsql/bin/psql

but doing  sudo -u postgres envdir /etc/wal-e.d/env which psql-
sudo: envdir: command not found

What does this means ?

That would mean envdir is not in $PATH. I seem to recall you were using envdir elsewhere?
