the easiest way is to include a discussion...

  {{+discussion|titled; show:comment_box}}

You can really include any other card with *comment permissions, but the advantages of using +discussion are (a) it already has that permission, and (b) it's also already linked to via the "discuss" item on the menu.

Note that "show:comment_box" makes it so that the comment interface shows up even when the discussion card doesn't exist yet.

Oops. Sorry. Other kind of comment. I want to include some text in a structure card that will be seen by humans that open the structure card but not will not impact the cards structured by the structure card.
