[vim/vim] Test :retab Ex command (#1391)

The :retab command was not tested according to coveralls. See:
https://coveralls.io/builds/9707216/source?filename=src%2Fex_cmds.c#L646

This PR adds tests for :retab and :retab! with various 'tabstop' values
and with or without 'expandtab'.
